As far as Japan vs. US...in Japan, everything was taken seriously even if there were cynical business interests involved. In the US, only cynical interests were ever present unless there was a 'true believer' tasked with delivering the product. In the US, name recognition, trends and other non-gameplay affecting issues were considered. "Can we advertise this and will our marketing translate into sales?" was basically how American companies tended to approach everything. In Japan, they did this as well (with major concerns over whether America/Europe/Austrial would buy it as well...how else do you think Spiderman made it into Revenge of Shinobi?), but they began with a foundation of true believers and worked TOWARD the cynical goal rather than the US which began at the cynical goal and worked backwards, spending as little money as possible to meet it. Thus, you get mostly shovelware. It's a sad reality of how the game business works in the US. EA? Yeah...they're still doing it.

I think the divide in east-west development quality in this period wasn't just a Sega thing. After the video game crash Western development went off a cliff. The Amiga saw some amazing looking & sounding games, but neither they nor PC developers had figured out the physics of character control the way Nintendo had with Mario, or Capcom with Mega Man. Those had a huge influence on what came after in Japan. Really solid Western games were far fewer - Rare, some of EA, Midway's best stuff. The West found its way in the mid-late 90s with the FPS, RTS & MMO genres, but even then didn't really rise to parity until Microsoft entered the console market with platform that necessitated that- as well as a new generation of programmers who'd grown up with consoles.
