That is ridiculously large! So large that the doors take ten seconds to close and people can actually run inside the lift during that time. Also surprised that it's able to travel at 1m/s despite the monstrous size.

if people run inside while doors are closing, it will open back unless it's in nudge mode. Also, it uses 9 ropes and 18 pulleys, and it runs at 1 m/s with help of the MX100 motor as well.

So is this lift publicly accessible for anyone to ride in?

As stated by the warning in the description, you must attend an exhibition in that place or attend the cultural centre at floors above. So, technically it's accessible to the public when exhibitions are set. So it's clearly a very secure convention centre. In my case, i went to attend the Fountain of Joy and to film this monster lift, I actually took permission from one of the managers of the convention centre.

This elevator is too slow and the doors are also very slow because it's too large.

It's a safe speed, at such roping ratio of 9:1, it's nearly impossible to travel faster. If that happens, then it might create a slight imbalance or something given the capacity, motor and roping arrangement.
