Expired License on EDSA?

You've probably seen the MMDA giving free shoes, raincoats and helmets to motorcycle riders lately, as part of their road safety efforts.
I guess it's a balancing act between enforcing the law and guiding or helping people to obey the law in the first place.
But sometimes, you'll come across someone like this, who will really try to play games with the enforcers.
I'm not sure what he was thinking. His bike was really about to be impounded for driving without a valid license
