I have asked people without drivers license, fake drivers license and fixer(legit drivers license. usually the reason they give on why they dont want to apply at LTO are medical test, possible drug addicts, ignorant about the process and lazy to apply. For me, once you know how the process will take, it is very easy to get a drivers license.

The thing is, I don't even think "fixers" is the correct term anymore. Because 99% of the people on the street and offering online "assistance" are actually just straight up scammers. My old man always said that having a driver's license is a privilege, not a right. If you want or need to ride or drive a motor vehicle, go through the entire licensing process, beginning with the Theoretical Driving Course, followed by the obtaining of Student Permit, the Practical Driving Course, and finally the New License Application Process. I agree that it's so easy to obtain a driver's license even through the legal process, you only have to commit some of your time; they spent 7-10k with the help of a fixer and ended up with a fake license, whereas I spent less than 4k and it's even uploaded on the LTMS.
