1. option: Enemy Mordekaiser ults Rammus at the peak and becomes a 2k+ armor raid boss for the entire duration of Rammus' death screen.

2. option: Get Rammus to even more than 21k armor (maybe 30k?) with a team of four champions who can buff his armor.

3. option: Get Rammus with the help of Trundle ult to the lowest possible (negative) armor (around -7k).

I think an enemy Mordekaiser who ults Rammus and manages to kill him would be really strong, since he gets 2k+ armor for the entire death timer of Rammus instead of just a few seconds.

40% of 21.000- base 500 is 7900, so -7900 armour if we assume all armour from literate stacking wears off, so around -7k is more reasonable

Most armor I've ever got on rammus is 4800 and it's ridiculous. Rammus with plated and thornmail in AD heavy comps is really hard to deal with

so rammus is bugged with mountain drakes because it triggers an infinite recalculation loop until it reaches its zenith

It's not exactly a bug, no jokes. There are some stat multipliers that add, well... multiplicatively. That means that they stack up with other multipliers, *multiplying* each other. It has a cap tho, I don't remember the maths but you can check it by searching Rabadon's Deathcap interactions for sure.
