Well, the humans were underground and didn’t have many things to help them live, even with a boat they would still have to worry about deadly animals and storms and if I believe correctly, splatoon takes place roughly 6000 years after humans went extinct, and the only reason Judd lived is because he was like, frozen for said 6000 years. Plus with the sea creature evolving is also something the humans would have to worry about. It would be a very slim chance of human survival.
