Is it a local law that forbids filming of certain areas there or is it the shop keepers refusing filming? There's an interesting article published in 1978 by the Washington Post titled "Chinese Exodus Ends Long Hold on S. Vietnam's Economy". It's an interesting read about ethnic Chinese in Vietnam from the 1950s - late 1970s.
