Honestly, the later chapters of Leviathan being machine translated only makes them hard to parse at points, but the way "flow" is described more or less makes it sound like success at the cost of his allies, so that he's the only one left to take credit is basically Vergillius' super power. Likewise, my read on the scene with Roland is that Vergillius doesn't want to fight him because he's a huge simp and wants to be BFFs. In that light, it makes sense why Roland considered him the most dangerous. Just imagine if the walking team kill is sending you a friend request.

Kinda like how Yu-Gi-Oh 5D's initially spent most of its time in the slums of Satellite but later ventured into Neo Domino City - where the most influential and affluent members of society and the place where they live itself are both referred to as the "Tops" (their version of Nests, but with LESS exploitation ironically). I'd like to see the kinds of Associations or Workshops that actually deal directly with Nest-dwellers. Assuming Iori isn't the actual leader of the Limbus Company(iirc, there's still the theory that she sent the trio from the prologue that bodied the sinners, but haven't really delved into that in a while), Vergilius probably won't act unless she shows up and intervenes in a noticeable manner. Even then, probably only if it causes a repeat of the prologue or if he gets attacked directly. That or he has a clause specifically for her and her peeps, which would be cheeky. I think the Indigo Elder's remark implies he's actually pretty strong, just dangerous to work/fight alongside - the scene where he says he won't hunt the whale if Vergilius was planning on doing so, since the two of them together would be able to kill it at the cost of one of their lives. Conversely, solo there'd be a chance at failure but that's what he was there for; to put his everything to the test hunting a second calamity.

I believe that their main goal is Dante, with Vergilius being sent to watch and potentially execute Dante, if he fails to live up to expectations on their current experiment, or crosses the line into becoming Something Else. Potentially what they've done is find someone who resonates with a Golden Bough, wiped them, made a prosthetic lined with the parts of the Aleph/Zayin Plague Doctor/White Night so that they don't have the memories to formulate an EGO that might override it and they're trying to see what would happen if someone hollow, who resonates with the bough, transplanted with the prosthesis parts of an Aleph would gain the powers of that Aleph, with the driving consciousness of a Human. That's why they're not shy about reclaiming that. If Dante shows a lack of promise, they'll reclaim it, try it with a different person and different parts. ...and that's left at the discretion of Vergilius. His duty is to watch their experiment, and make the call whether to terminate the ongoing experiment or continue if it shows promise and growth. Dante's newest ability, to see into the hearts of others in Canto 5 seems to suggest ...something. The Golden Boughs are a bonus to collect, but if they really cared about primarily those, they'd just send Vergil to retrieve them. ...It's also the reason why he has a bomb in his head of immense power. It's no surprise that L-Corp isn't done with using the main biproduct from the Singularity they once held. The abnormalities spawned from Cogito. I also believe it's the reason why he doesn't really give Dante any 'consultations', as long as it was a decision made by him and not on the part of his sinners, that are meant to work as an extension of him. His job isn't to interfere in Dante's growth, only facilitate it and direct him to the challenging task of reclaiming Boughs.

i think pre EGO Vergil is about Crimson Cros level, after EGO probably stronger than Durandal only Roland as to why he never help, the convertation with Indigo made me believe that he got himself angela situation where he was not allowed to help at all unless it was the end of everything.

contracts are a very powerful thing in the city Also it's 'Vermillion Cross', and I have to say, pre-E.G.O (pre-Leviathan, really) Verg is probably about as strong as Ensemble Phillip, who would be significantly (though not by much) weaker than the ALIVE Vermillion Cross, since I believe a good four or five of the Ensemble had to jump them all at once in order to kill them.
