Exterminatus is the only reason why the imperium never loses battles. When the imperium bites off more than it can chew, it's "discovered" that the world is too far gone and thus beyond redemption, so exterminatus considered the "most kind" response. Exterminatus it's basically humanity saying "I'm getting my ass kicked so hard that I'm going to blow up the ball and go home."

I disagree with the title. I think there are stronger weapons in the galaxy. From Lorgars Ruinstorm to the necrons World Engine there are examples for equal if not superior power to a virus-bomb or cyclon torpedos. But, the in my view most powerful weapon ever created in 40k are still the greenskins. Now THAT is a weapon. Self-maintaining, self-arming, self-firing! Good one, old Ones.

we can debate "the most powerful weapon in 40k" for 2 hours and we would both be right and wrong. But yes, that thing is way more powerful than simply deleting a single planet. It can literally move black holes, suns, planets, BY DRAG AND DROP like it's a touchscreen lol. It basically is a 3d map of the galaxy for everyone who doesn't know. One necron dynasty has the eternal job to protect this thing, because it's so powerful. But even the necrons fight each other to get this piece of technlogy. That thing is probably top3 in all of 40k (including the era's before, with all the dark and lost tech)
