Just about any introductory text on Electrodynamics or EM Theory can get you the answers you seek. Griffith's Introduction to Electrodynamics is a good start. Balanis' Advanced EM has a pretty good treatment for the conservation of energy section. But a basic answer to your question would be the higher permittivity in glass causes the electric field to "slow down" and that difference in energy is stored in the glass (some dissipated as heat) and then when leaving the glass the remaining energy is transferred back.

I am a victim of DEW... 3-14-2020 I was suffering tremendously. The tormenting was immense. I feel texts and emails etc flying through the air.
