Here is my understanding. Ezra has examples of annulment, where a marriage that is not legal according to Torah is annulled, which is different from a divorce. Also, see David Instone-Brewer on divorce in Scripture, there are more reasons than just infidelity for divorce, including abuse or neglect.

God never told people to divorce and abandon their wives and children in the book of Ezra, the leaders who claimed to speak for God at that time did!

They took on detestable practices with these marriages. They broke the first 3 commandments that's why Ezra saw this as sin and wives sent off. As for your point that the ending is unresolved, well that is interesting. I need to ponder that. In some ways yes and other nope, seem pretty final.
