Not really, Emelie only works well with burning and that's it. With Navia, you can create a ton of teams for her. In terms of damage, Navia is also better but Emelie do have better AOE than her.

Navia if you want and dont have dps units, and emilie if you want/have: wriostheley, kinich, ganyu, mavuika, mualani (neuvillette or childe as example works with her too, but she is better with the other units)
