NASA might want to render pilots obsolete, but this rule strongly suggests that the FAA has no interest in supporting such a project. Apart from banning aircraft with simplified flight controls outright, it's difficult to imagine a more effective method of reducing their availability. Prospective customers would be required to find an instructor in the exact aircraft they intended to purchase, instructors would need model-specific training on any model they intended to instruct on, and time spent instructing on aircraft with simplified flight controls likely couldn't be used to build time for the airlines. It seems like a recipe for expensive, virtually proprietary instruction from the aircraft manufacturers.
