The existing infrastructure of the toilets could be used but it will be in the form and size of a mobile toilet. So there will not be a space for people to put stuff or sleep in it.

I like watching the tv shows from the 70s that were filmed in LA. The streets and sidewalks were clean, no homeless living on the sidewalk. Venice Beach was pristine no vagrants hanging out, no garbage piles. Looks like a third world country. We love LA. How is this soft, permissive approach to anything, especially willful homelessness (they absolutely do have opportunities to receive shelter, and they are by no means forced to live in one of the most expensive areas in one of the most expensive cities in the US...) going to correct this issue? There is no easy solution to the homeless. First the shopping carts arent theirs. They need to give them a 1 or 2 hour limit to move. Im sure the city workers could find other work on the beach. It would take 2 workers max. Assist him by pulling everything out. Our church gives the homeless food. Guess what the next day they are there for food. The homeless at the beach drive out tourists and disrespect the public bathrooms. There needs to be a daily sweep of the beaches. Give a notice then later haul everything away. This guy has been there for awhile.

Easy fix, bring in a crane and remove the roof on the pagoda, probably less expensive than 15 people standing around for half a day. If that doesn't entice him to move remove a section or two of the walkway, raise the surrounding fence 8 ft and fence off the entrance with him inside. Or, back that garbage truck down to his home, let it run for a couple of days just sitting there. Eventually his nice home will be not so nice and he will move on. He obviously cares not one whit for anyone else.

I'm all for being professional and respectful but they're being wayy too nice here. Considering that's been there overnight the city can and should remove all of it. You know the homeless are sharing this video amongst each other, and are using it as a plan for future resistance. The cops must feel a bit of shame for how they allowed a person who was knowingly breaking the law just take control. This is not the way to get control of a growing problem across the country.
