Imagine how strong the addiction is that you’d rather live surrounded by feces and urine than accept shelter with the condition that you don’t use drugs.

But there's other reasons why a lot of homeless avoid the shelters. Very few allow pets which a lot of the homeless have, shelters usually don't accept felons and people with violent crime convictions, shelters have curfews which doesn't work with the hours they work, they are also very structured so you have to get up and leave for the day by a certain time every day too, some shelters are women only which is sexist and are shelters I will never support, shelters are known to be dangerous and high risk places of getting your stuff stolen, a lot of shelters force their religion onto the people they house. But despite a lot of the homeless avoiding the shelters, they are still all full every night in L.A. and other big cities. Unhoused homeless should be forced to be institutionalized and they shouldn't have to deal with these things that they deal with at shelters.

The maggots and flies will not even go inside. But gloves and the chemicals suits are mandatory while cleaning these rooms. It's dark in there and some people inside will actually just pee on the floor because it's to dark to see the toilet or it can flood over causing spillage.

@@jimdimond8945 : Los Angeles, has already standing, SEVEN hospital, and former prison facilities and a juvenile facility in the county. They are LARGE facilities with a lot of area to them already. The BILLIONS that was accrued through bond initiatives, wasn't used to purpose these facilities to force the addicts and mentally ill into them. And rather than the governor point a finger at other states, other states should also be doing the same thing for THEIR residents. We have to put a moratorium on allowing the kind of immigration and non deportation of criminal immigrants without enforcement of our laws. There are LIMITS to how much low income housing is here. And no accounting for who needs the resources that would better serve those who have a history of mental illness and addiction where they are from. Each state should be taking care of their own, and spread the responsibility. Instead of just CA being the repository for every dysfunctional person there is.

Most of them do. I lived in Seattle WA for about ten years, the building I lived in received money from the State to house the homeless on one floor -- needless to say, it was a complete disaster. They usually got kicked out within the year, terrorized other residents (burglary, bikes stolen etc...) the drug activity was non-stop, many people overdosed and died on that floor, and the bed bugs, roaches, etc..... The first of the month was the worst, they would get their state checks and it was balls to the wall drug fest. I never understood it, they were living for free or nearly free, utilities paid, food stamps, monthly cash -- yet, they never felt grateful for what they had -- always a victim. Before anyone gets butt hurt, I'm not judging here I'm just telling my experience.

No offense to anyone but our society is truly retarded. Sending children to school against their will is slavery and means you're taking your kids freedoms away. Native People never did this to their kids and most of human history we didn't force children to go to school but society became idiotic. If we didn't send our children to school all these dumb school shootings wouldn't exist and kids wouldn't get kidnapped as much since school playgrounds are the more common place for abduction. Yet who's to blame. We are. Idiotic beliefs we hold to uphold society.

None at all. They lost their dignity and their ability to feel shame at some point due to so many factors...abuse/neglect as a kid, mental illness, inheriting the genes that predispose one to addiction/alcoholism, PTSD from serving in our armed forces...All of the above, no doubt, for some of them. "Those people" USED to float around the edges of society, be kept in institutions and/or just die in a ditch somewhere. Some could pay very low rent rather than stay on the street...But there aren't any places low-cost enough to rent, especially if most/all of the cash they get goes for drugs/alcohol. This is why you see the most people living on the street where the local economy is thriving. Landlords demand more for rent and developers knock down low-income housing to build high-income housing.

With all the belongings these people gather shows they are competent enough to get their life together regardless of using drugs or have mental issues. I believe the government needs to address the issue to get homeless off the streets. With all the money government gives people to live on the street use the money in proactive programs and get them off the streets. Sanitary conditions are bad for the public who are not homeless how our government even allows this is crazy. It's nasty. It's time to get tougher on homeless use some tough love. This is gone beyond having compassion enough is enough already.

I cannot imagine raising a kid in that. Great that the city does clean up sweeps, but that is not a solution. It is simple a very poor band aid. Make the restrooms pay to use with a timer that unlocks after 30 minutes or so. These sweeps should use fire hoses to remove these people. There are ways to deter from this behavior, California just chooses not to. They do not take care of tax paying citizens and only cater to the bums.
