It appears that the first shop your were in - the staff did not cut the fabric on a bench or a table, but on the stack of fabric that the roll was sitting on. Is this correct?

yep, that is correct. They measured out and cut pretty much wherever the fabric was. I find quite a few places will do that if the space its tight or the table are full already. they cut a little bit more than the length I ask so that I get the right amount.
