Panama has adopted the Disney business model, of selling for big bucks opportunities to jump the line to wealthier Canal customers. For the all the time the U.S. ran the Canal, all fees were based on actual costs and except for military ships it was first come first serve. The U.S. kind of knew Panama would eventually start squeezing Canal customers to boost their revenue, but shortly after the Canal was turned over to Panama, the Panamanians also sold the control of the ports on each side of the Canal to China. The U.S. is never going to take over the the Canal, but Panama needs to stop Selling their version of the Disney Fastpass privilege, while other countries wait in line for months to cross the Canal.
