If States don't do it you want the federal government to do it. If the federal government does it, it makes the law much more complex if it takes "regions" into consideration. The most likely outcome is that the government will side with the most densely populated states (California, New York, etc) which doesn't actually represent the country. Giving the states the rights (as constitutionally mandated) allows the local populace to decide, not the densest states. That's why we have a house and a senate. It's clear the founding fathers meant the States to manage their own. Your only gripe is that you now have to reach out to each state which is exactly what the founding fathers expected of you. You are so lazy.
