Love the old smokers! Is there any practical reason why the engine is revved that way while waiting to go out on the track? Does it keep the spark plugs from fouling or something?

There's no Old Smokers there's just fast smokers ^^

I am not sure if these bikes have a separate oilpump, or if the oil is mixed in the gas, but if they have an oilpump it is most likely cable wired, so they need to rev it in order to lubricate the engine. But as said, I don't know for sure if it is an oilpump or not.

There's not oil pump on these ... It's just a static warm-up. The static revving is not to lubricate, because the mix over-lubricate at low rpm's, so they rev it to burn the exceed of oil.

Its also to bring it up to operating temperature, and the fact it''ll be that highly strung it can't idle
