One is just a short, instinctual response to being surprised while the other is a full on fight or flight response because your body believes it is in danger. You shouldn't mess with phobias. It's just traumatic for the person being scared and dangerous for everyone around them since they aren't in a state where they have the presence of mind to act rationally. They can very easily hurt others, themselves or if applicable the animal involved.
