18 commissioners is too much. 9 or 7 commissioners would have been ideal. Stagger the appointment of the commissioners so that their term of office does not end all at once. Recruitment of the next set of commissioners should be done 6 months before the expiry of the term of the other commissioners, to avoid a vacuum or lacuna . The appointment process is not transparent and participatory. It gives too much power to the Executive to prepare the long list and short list of commissioners to be appointed. Matters election should be the exclusive jurisdiction of the election commission and not shared with the presidency-for example the fixing of date of elections or postponement of elections
