it's a worse version of the default laser rifle, yet it somehow takes up 60% more of your screen. The difference between the two is that the institute rifle is lighter weight (because it's literally made of plastic, if you scrap it) which could have niche uses in survival, except that it also has worse damage in exchange for (mildly) better fire rate. So you have to make up for the saved weight in extra energy cells anyways because you'll chew through them way faster. This means that the only situation the institute rifle is realistically better in is if you manage to have one drop with a stackable legendary effect (bleeding, explosive, etc.) and want to apply it as many times as possible... but this challenge forbids legendary effects, so even that's not possible for Joov. Speaking of legendaries, the *only* legendary institute laser is "virgil's rifle", which you can only get by pickpocketing/killing Virgil and only gives +damage against super mutants. Default laser rifles by comparison have 2 unending variants, a lucky variant, a frenzying variant, a bloodied variant, a rapid variant, and an instigating variant all available from various quests, giving you a MUCH wider selection without relying on legendary enemies.
