I think they did them just right for a come back over the years of fallout since 2 the enclave has never been a main villain but a bigger than usual background issue we've destroyed a handful of enclave bases but the enclave is basically fallouts version of the illuminati there's always gonna be another secret base. I'm hoping in fallout 5 they will be the main bad guys again suddenly showing up out of nowhere biding their time just like fallout 2s enclave

Honestly he was the only Super Mutant that actually achieved the goal of the FEV project, he was an intelligent, fiercely loyal and had all the benefits of a Super Mutant with none of the typical flaws present in early Super Mutants, he was the perfect super soldier

@@Gookwear depends on the Generation, first Gen mutants were dumb as rocks, they’re the bulk of the Super Mutant Army, and the ones we see the most in the later Fallout games, with exceptions like Jacob from Jacobstown being a Gen 2 mutant iirc

Horrigan wasn't TOO much of a freak with to his men, considering the security footage where he kills Matthew in the Brotherhood of Steel's San Francisco bunker. Frank punches Matthew into literal chunks of meat... and then says "Well it's about that time, how about lunch?" and his two subordinates are like "Aw heck yeah!" and "I'm absolutely there"

Now he's more than half machine.} There a few 'good' interactions Horrigan has with his men which seem to at least represent some sort of ''''friendlyness'''' with his men. The only one I can think of at the moment is when Frank kills Matthew and says 'hey guys do you wanna go out for lunch' and everyone agrees. Realistically most people were probably pants shittingly afraid of him, or were so driven by their hatred of the wasteland they were forced to patrol that they begrudgingly respected him for how well he cleared out threats. Working with him day to day though was probably a nightmare.

I just played Fallout 2 for the first time the other day and its pretty funny that depending on how prepared you are, Frank Horrigan is either extremely hard or easy to fight. I wish the enclave was big in fallout 4. Like if they were the people behind the kidnappings and the institute wasn't the villain. The enclave was. like if you chose the bos ending the enclave would lead a surprise attack on the prydwyn and destroy liberty prime and it turns out that they made more super soldiers. It leadsthe bos to evac and find a different place to go. The institute offered to help the bosbut they say no and it leads to a attack by the enclave cause they figured out where they were leading to the destruction of the bos in the Boston Commonwealth. Leading to the sole survivor having to choose a new faction to go with. But if you find a enclave bunker they will ask you if you want to join them. if you say yes you will help them destroy the other faction's. If you say no then they will attack you and you have to fight them then you get to choose which faction to go with from there.
