5:45 The anti New York jokes are because Rhode Island was overrun with tourists from NYC looking to see fall foliage. Peter decided he could talk sh*t and p*ss them all off because Lois could just beat them up. 6:16 Lois hadn't actually gained any new or special powers. The explanation given was that she had so much pent up anger (mostly toward Peter) that she just went on a rampage fighting everyone else. It was the same episode with the New York leafers, which is why Peter started all those fights.
