I think it's more that Brian's creepiness is more real to most people. Yeah Quagmire is a piece of shit and should definitely be in jail for life. However I think most people see Quagmire as so over the top they can have a hard time relating to it. Brian has always kind of been the closest thing to a normal person on the show, so when he does his nice guy but really a creep just make it hit home to a lot more people. There's other reasons I can think of too that I don't feel like typing out.
