Mario wins, obviously. He has beaten gods, such as dimentio, dreamy Bowser, Grand Star Bowser, Princess Shroob etc. And Mario has punted a 61,000,000 ton castle thousands of feet in the air with on foot. And Mario has launched newtron stars with his butt. And Mario is canonically immortal, and is a star child, and Kamek claims that the seven star children can take over the universe. And Mario has over 60 power ups, and has dodged bullets, cannonballs, and lightning on a daily basis. And Mario has survived getting yeeted across the galaxy faster than light speed, and when he reached the ground, all he said was "yahoo", or something. Even though Mickey manipulated reality and defeated dudes that can delete the Disney Multiverse, Mario still wins. Mario is immune to reality and plot manipulation. So yeah, Mario wins, mid-high diff.

The Mario Game's don't share the loose continuity Mario has established, meaning if you scaling mainline Mario to Dreamy Bowser, you can't scale him off of Dimentio because Paper Mario and Mario from Mario and Luigi are two different characters. Mario may have the better arsenal, but Mickey's toonforce kinda just trumps the majority of it. Fire? Mickey's survived the heart/core of the sun twice in recent years. Ice? Mickey has been to neptune as well. Sealing? Mickey's magic allows him to seal away people as well, theoretically meaning he has some sort of resistances to it. Mario is stronger, at least physically, however Mickey has way better durability and more ways to end the fight (IE; Sealing, Thinner (if you want to just straight up say Mario is a cartoon as well) and some other stuff i'm probably forgetting)
