The thing about Live-a-Live is that each chapter's character designs and concept art were drawn by a different Japanese manga artist. Obviously that doesn't translate all that well into sprite form, apart from the battle sprites which are mostly huge.

The Dr Slump one is based on the 96 anime which redesigned a lot of characters. Since most modern depictions of the characters use the classic 80's designs it's safe to say the ones from the game aren't very popular.

About Illustration credit on each Chapter for Live a Live, this game was unique back in the because they hired famous manga artist (of the time) to design characters for each chapter, lke Gosho Aoyama the creator of Detective Conan (he was know as creator of Yaiba back then tho) So because these artist were famous and they weren't Square employee, so it make sense to give them the credit.
