I don't think you're supposed to do this but according to Yugipedia it is true that Relay Soul is technically a generic extender for Exceed plays. Other ways to avoid the downside are flipping the monster face-down or moving it to the Spell/Trap zone where it's treated as a Spell/Trap card (only exception to the latter is such placement effects that replace the monster going to the graveyard, such as in case of the Crystal Beasts; then the monster technically leaves the field before it goes to the backrow and your opponent wins).

If that was actual rulling, yugioh players are so insane that someone would make "put dice jar in your opponent deck turbo" as ultimate chad floodgate that stops your opponent from killing you until theyve resolved or won with dice jar

close, they just didn't have an attribute, the only "Clear" monster that has been printed is clear vice dragon, and it makes it so that you are unaffected by clear world I want the clear cards
