As the farmer protests continue, Shekhar Gupta explains the need for reforms given that India's current agricultural policies are suited to when it was living a 'ship-to-mouth' existence. Now, India has more grain than it can eat or store. In episode 633 of Cut The Clutter, he explains the intricacies of Minimum Support Pricing, the Agricultural Produce Marketing Committee (APMC) Act and the meaning of crop diversification.

Sir, I totally get your point. As a son of a farmer, what I saw was, most of the mass production depends on the person who gives the seeds to the farmers. Why can’t Indian government bring in those seeds in which we import from other countries and run in the similar manner. for example, I remember, we used to grow sunflower around 2010, now that the person does not come we won’t grow it anymore. Also, can you focus on methods that are needed for farmers to upgrade, otherwise, without much preparation, this will become another reform similar to demonetization.

I respect The Print and its journalism. But I strongly feel that Shekhar Gupta has been very one sided and biased on this topic. Why hasn't he for once in any of his shows talked about Collective Farming or Cooperative Farming. Amul is a great example of a Cooperative. Why can Government push in that direction if it really wants to Reform Agriculture. Why does reform only means allowing Huge Corporates to run everything? What's happening today is we are Copy Pasting Ideas of West or American Capitalism on the Indian Society. Instead of looking for more middle of the road indigenous solutions. There is increasingly more and more Centralisation of Economic Power in the hands of only a few people. That's why I think Shekhar Gupta's take is very biased and not correct.

Thanks for explaining Shekhar. Off topic... My wife's mother's family (what's the opposite of ससुराल?) are Farmers on the RJ/HR border. I've seen how hard they work, that too in summer. It's not a life many of us would choose I think. So I have a lot of respect for farmers having seen it all first hand. They taught me many things like the importance of the Cow and Buffalo in Indian life, how to live simply with pure food, and how to sleep under the stars on the roof 😊 They also accepted me as a foreigner and everyone in the village always made me feel welcome. The village Women are especially warm and loving too. I'm very grateful for them 🙏

The Print is becoming one of the most genuine source of news in this right and left leaning digital and tv media space. Watching today's media feels like either they are of extreme right view or the extreme left view. It feels good to have a media network whose news are based on solid research and facts and that talks sense rather than being a mouthpiece of either Ideology. This is the type of journalism that India needs. We hope with passing days, the Print becomes bigger and stronger.

A channel who is interview just the one side of the opinion, How can we call it genuine? They have not done any interview with any person havimg different view on these bills. And on what earth jounalism is just having interview on ones opinions, where is the debate between two diferent opinions. If the Govt backs out of these reforms then farmers from Maha, UP, MP, Bihar, and Karnataka should also march towards Delhi. Clearly, there is a step-motherly attitude towards these states. Maharashtra does not even have a proper irrigation system. The fear psychosis of Punjab and Haryana farmers should not be allowed to torpedo the aspirations of Maharashtra and the rest of India farmers.

Maha changed rule in 2018 and allowed to sell inside APMC and outside. APMC is still working and farmer have freedom to sell where they want to.

@@adesharatushar Don't look it just from APMC perspective. See the plight of onion and tomato farmers in Maharashtra. Contract farming as proposed within these laws may help in a big way to get rid of these highly perishable items. Just see the opportunities if farmers get opportunity to bond with Dominos.

I used to respect Yogendra Yadav for his acumen, but, now I know better - he is so ideologically driven, he refuses to acknowledge why Bihar gave the result it gave ( he said Bihar ia irrelevant for North India pol.), now this Farmer Protests.. If anything is irrelevant it is he himself - He was dropped from Farmer Delegation who met the Govt.

I patiently heard the whole video and each fact is stated in correct and clear manner. But I don't understand that what is the point where it says how these laws will help the farmers. Farmers in Punjab and Haryana are not happy by growing paddy, they do not have any other options. Instead of privatizing the agriculture sector, government should have started procuring more of the other crops that India is importing from outside. If we can have surplus of wheat and rice in the country by following a pattern of giving MSP and then procuring the produce. It can also be done for other commodities. Farmers are demanding from more than a decade now to have procurement system and MSP for other crops, which will not only help them save their groundwater, which is going down year by year but will also help India to have sufficient supply of the commodities which we are importing from outside. Bringing in the big corporations will neither help the farmers nor the consumers. Other point that is not covered in this video is that how Punjab and Haryana have spoilt their lands by putting in chemicals to increase production and to feed the starving India of 1960s. And now after using them and having sufficient supply of grains, we are saying we do not need your produce. Thanks for reading, hope you will understand that thousands of people are sleeping on roads because of some reason.

Our farmers have remained poor because they are not able to sell it in proper place. Private mandi will help other states. Punjab should think of others also.

@@ayanmishra2186 In almost every country in the world farmers are protected either through heavy subsidies or large barriers to entry. The few places were commercial agriculture is successful involve large farm sizes and massive investment capex. That is certainly not going to be possible in India. As for Bihar, it makes far more sense to compare an Indian State with an NDA administration. Ps: I am economically very liberal and a strong opponent of Gov intervention in general but blindly following Krugman, fukuyama or freedman in the name of "reform" is going to doom our economy.

I think MSP is a legitimiate valid point from farmers side. Anyway the argument is that farmers will get more than MSP, so nobody is losing by adding MSP in to the law

@@KiranKumar-nb4nx but govt can only guarantee MSP on govt purchase only. A certain type of quality produce is not a thing for govt, as they have to sell that produce at Rs 1 and 2. If private players are bound to purchase each and everything on MSP then they will not invest. If they are not getting a product that is not of desired quality, why they will buy it on MSP.

@@crudetorefined4059 If the price of a commodity is below MSP, the govt should buy it at MSP. European Union does that (though the term MSP is not there) to help farmers there. Indian farmers are much poorer and need more help compared to them.

@@KiranKumar-nb4nx msp is not controlled by market, pvt sector will only buy on market price ,if demand of wheat is more in market they will buy above msp, but if demand in market is low they will buy below msp,if govt legalise the msp they will not buy anything, govt can take losses and still pay msp ,but private sector will not buy like that

Another idiotic thing that our populist leaders from across various parties do in India are the "loan-waivers". The taxpayer (mostly middle class) is looted by the government in giving counter-productive loan waivers, which have now created the NPA crisis in PSBs. My father works in a regional PSB, and he's so frustrated nowadays due to overwork, and the added pressure due to the NPA problem. Our populist leaders will never understand this. DBT is also only slightly better than loan-waivers, and it too doesn't solve the core structural problems in our agriculture sector.

Every capitalist and pragmatic country will give loan waivers to businesses. They give jobs to people, without giving them waivers the jobs will be gone with the business closed. How??? In India, every year the production of food grains r more than the requirements of our country. In Market economy, if production is high,price will be low. Lets say today Punjab farmers start growing some other product,then price of that will go down. Now, corporate can procure and keep any amount of food grains in der reserve. If d production is high one year they will procure and next year if the price is high,they will not buy it. Or they will say that we already hv so much, give us in the less price.

Few Reasons Behind the Farmer's Protest in India :- 1. President of India gave assent to 3 farm reform Bills on Sept 27, 2020. The Bills do not allow the farmer to approach the Court. If there is a dispute, SDM will decide. If the decision is not acceptable then the farmer must approach the Joint Secretary of central govt. a. Imagine a 2-acre farmer putting a fight with Corporations with legal departments in front of SDM, OR by traveling to Delhi to approach Joint Secretary. 2. Buyer will draw a contract and if a farmer cannot meet the agreement then SDM can impose fines up to Rs. 500,000. a. Imagine farmer reading/negotiating Airtel or Jio contracts. b. Who would be successful in getting these service providers a promised speed? c. Chips maker had a contract with potato farmers in Punjab and later it rejected potatoes on the ground that potatoes are not of the same shape or size. Remember potatoes grow in soil and are not manufactured in the cast. 3. The Bill waives tax (Punjab 8.5 and Haryana 6%) collected by Mandi boards from private buyers. a. This removes competition for private players from Mandi Boards. b. This revenue is collected from central agencies to build rural area infrastructure. Who will now fill that tax hole? 4. Bill does not guarantee MSP or even mentions it. a. Allows private players to buy farm produce at a lower price. 5. The Bill removes the Essential Commodity Act. a. Allows hoardings and raises prices for food items. 6. The Bill supporters claim that it removes the middleman (Arhatiyas). a. But the Bill introduces now bigger sharks removing small fish. b. Arhatiyas on a 1-2% service fee, who facilitates purchase from buyer bases on service fee like any other dealership or service provider. c. There is no mark up in the purchase price. 7. The crop being a 6-month cycle, Arhatiya is like ATM to farmers providing credit for 6 months for purchases of inputs. a. Now with Arhatiyas being removed, who will provide credit? b. Where does the farmer go for money to buy farm inputs and his daily needs? c. The Bill or govt has not created an alternative for this. 8. Why protests are limited to Punjab and Haryana: a. Farming is a state subject. States like Bihar had removed APMC in 2006 leaving only private players. b. Punjab and Haryana have developed a Mandi system over the years where any produce brought into Mandis cannot be purchased below MSP. c. Crops as Rice, are sold in states like Bihar at price below the MSP. d. Farmers from neighboring states sell their produce at MSP in Punjab or Haryana as these states have a better Mandi system which offers MSP. e. The Haryana BJP govt has stopped farmers from other states to sell their crops in Haryana which itself stands opposite to Central Govt's new Bills.

8 amendments rejected by farmers outrightedly is obnoxious. Who will believe there aren't any vested interests who refused to inform farmers correctly. We support farmers, will support them forever but rejecting good laws in not in national interest. Also, once this government loses majority (for good) next time, such watershed laws will once again become a dream. Plug the lacuna and move on ! in Telangana MAZE one of main crop before Telangana govt intervention 100 kg of maze going for 800 to 1200 in open market// and MSP is 1800/After state govt procurement it went to 1600 and remember TELANGANA have one of the well formed poultry industry/ I am from NAKREKAL((biggest citrus growing cluster in India) ) - TELANGANA we have 1200 lemon trees 25 kg lemon bag goes for 160 to 240(any price below 600 is just ripoff) this also no MSP crop // this new laws promote private markets but in reality private markets are more rigged than APMC that i am seeing regularly

Finally. Thank you for taking up this topic. Some questions for you: 1. If FCI is carrying grain worth 1.8 lakh crores and not able to sell, how is the farmer expected to sell this to corporates? 2. How is it legitimate to take out 1700 thousand crore state revenue? How is that being substituted, esp for a debt-ridden state? 3. If MSP was developed targeted at Punjab and Haryana, should the farmers there not be consulted when Govt is trying to mess with that? 4. What happened in Bihar by abolition of APMC, what are the chances of it not getting replicated across India since we have an overall surplus of grains as we k ow for a fact?

In order to produce diverse crops, why not fix a competitive MSP for all crops (like the crops that the govt imports now)..? Farmers will be incentivized to produce more oil seeds & other crops... By doing so, you can ensure the production of diverse crops by guaranteeing the farmers a livelihood...

Farmers protest has set the tone in a democracy as of now. 1. Having majority votes is jackshit cause you can always get 3 4 lakhs people to protest about something opposition doesn't like. Delhi is a sweet fcking scapegoat so just go and block it. 2. Central authority is meaningless if you can keep capital as hostage. And wonderfully the people who have left the country and become foreign citizens are freely commenting to their govts to speak out against India. Bravo. It was not in written in any previous Act that Govt must not purchase below MSP yet the Govt procures on MSP. If after having received MSP for so many years, they don't believe the Govt, then the problem is with them. Moreover, Punjab's high productivity is heavily subsidized by the Govt. I don't believe they will be able to compete in domestic market with other states if subsidies were withdrawn. So, the fact of high productivity of Punjab in the country is highly arguable.

My question is, surplus the FCI has why don’t they sell to the corporates. Farmers would be happy that they are getting their money and the FCI would not be in debt. The concerns of the farmers are that if it’s open market and there’s a surplus who would buy it? If it’s the FCI that would buy the surplus then what’s the difference with the current situation. The right approach should be government should sell to the corporates or export the excess.

Problem is farmers would expect government to buy, not at market rates but at farmer benefit rates. Govt has no wherewithal to manage such a feat (in terms of infrastructure and capital) and it is not its primary duty. Even if govts buy at an premium rate, it'll just distort market price and in turn affect our capacity to exports (such commodities available cheaper else where in the world). That is the reason why GOI has huge stocks of wheat and rice, as cost paid by GOI to farmers is so exorbitant that let alone the world, not even Indian private sector will buy them at those rates. And it is just inefficient for government to get into it. It leads to a lot of wasted resources that this country can ill afford.

Farmers have guaranteed income with MSP and are not switching to crops which india needs like olive oil and keep on producing crops like wheat and Rice. India spends billions of dollars to get olive oil that too from a country who is hostile to india. You must have read recently india stopped imports from Malaysia because of many reasons.

why should anyone condemn the protests? did they destroy public property or beat up someone? Instead the police on state orders damaged the road. Everyone has the right to protest peacefully and be heard, especially when concerns so many people. Mr. SG, as usual, this is a comprehensive and superb presentation. I have seen TV channels and digital news websites starting the discussion somewhere in the middle of the subject. Wishing The Print greater success. I am sure that no country has screwed up its agriculture the way India has done. The politicians who perpetrated this horrible system of incentive deserve to roast in hell. The problem with Modi-Shah duo is that they believe in bulldozing the laws through the parliament. If sufficient discussion had taken place in the parliament and the select committees, the opposition would have been far more muted. CAA is another such example. If the government had referred the CAB to the select committee, shaheen bagh and Delhi riots could have been avoided.

Sir, Amrinder Singh and Sukbhir Singh Badal was part of farm committees who made these farm laws. Farmer unions have been urging to bring these laws from last 15-20 years. No sir. It is all a churning that is happening in Delhi that is causing this misinformation. There is a very influential Lutyens circle which includes professors from few universities and colleges, journalists, politicians from all parties, lawyers, IAS, IRS etc They would decide all policies, narrative etc. All news breaks, leaks etc happen here. Same people are lawyers, professors, politicians, many of their fathers were politicians, IAS, lawyers etc in same Delhi Their and daughter sons now study in same schools and they all meet in same bars at night😁. There were even part of highest decision making body, NAC in UPA government. They were influential in Vajpayee govt too. That is why Vajpayee was defended and his ill-health was hidden even when his health actually was not well during last year of his rule... When Devegowda did not encourage them, he was shown as I'll person who always sleeps etc. and finally brought down. But Modi had always had bad relationship with them. He did not encourage this circle. He took his own decision and in some cases replaced people from this circle in some important positions like JNU VC with science professor, members of NEP committee was headed by a scientist, chancellor of Jadhavpur was replaced, Hyderabad University, FTII etc. That is when the circle became active. Student protests started in JNU, Jadhavpur, Hyderabad, then came caste protests etc. Still Jaitley and Shushma Swaraj were Lutyens' friends in Modi govt. As long as they were present things were in control. Once they passed away, the circle became ruthless in misinformation. Earlier it was Intolerance, award wapsi, Student protest and then now it is CAA, Farmers etc. Never know what next.

I patiently heard the whole video and each fact is stated in correct and clear manner. But I don't understand that what is the point where it says how these laws will help the farmers. Farmers in Punjab and Haryana are not happy by growing paddy, they do not have any other options. Instead of privatizing the agriculture sector, government should have started procuring more of the other crops that India is importing from outside. If we can have surplus of wheat and rice in the country by following a pattern of giving MSP and then procuring the produce. It can also be done for other commodities. Farmers are demanding from more than a decade now to have procurement system and MSP for other crops, which will not only help them save their groundwater, which is going down year by year but will also help India to have sufficient supply of the commodities which we are importing from outside. Bringing in the big corporations will neither help the farmers nor the consumers. Other point that is not covered in this video is that how Punjab and Haryana have spoilt their lands by putting in chemicals to increase production and to feed the starving India of 1960s. And now after using them and having sufficient supply of grains, we are saying we do not need your produce. Thanks for reading, hope you will understand that thousands of people are sleeping on roads because of some reason.

I believe Shekhar Gupta elaborated on the thoughts of people far away from the ground reality. Please don't confuse ourselves by making assumptions. Study the situation and then comment. Half of the time in his video he uses the words "maybe", "could be", "can be done" etc. This video picked up the right issue "Wheat-Rice trapped cycle" but the suggested way of implementation/ solution is not even 1% close to the reality. The thoughts of people who don't come from a farming background may be aligned to this video. But, I urge it's just an investment of a few hours to study the topic. PLEASE PLEASE don't make statements with half-baked knowledge. I would like to make a few counter-arguments in the following points: 1. Government doesn't have a clear solution to the problem and is hoping for the BEST to happen by giving power to private players. It won't happen. 2. Wheat-Rice trap cycle is actually true, but as mentioned in this video it's not true only for Punjab and Haryana. Actually, it's the other way around. People in these 2 states grow the best quality of Wheat-Rice therefore get a price closer to MSP. Everyone agrees diversification of crops is the most important thing needed as of now, but how will it happen? The government needs to start registering the crops sown by farmers and give incentives/ better prices for crops lacking cultivation. Currently, only 6% of farmers get MSP and most of them are from Punjab/ Haryana. Why will farmers of Punjab grow pulses if they don't even get half of the MSP? Instead, they grow Wheat/Rice for which they get a better price. 3. Fixing price was actually a good idea for the whole agriculture market. But, shouldn't government focus on sticking to MSP? The government is literally failing to perform his duties for improving the market. Private companies are already purchasing from APMC. Giving the whole power of controlling the market to companies will exploit the farmers. I think many things can be done by the government to improve the market and I listed a few here: - Keep track of crops being cultivated. - Motivate farmers to move from Wheat/ Rice to other crops by giving better prices and proper equipment required for the same. - Minimize the imports and export all the surplus. - Stick to MSP, Try to match DEMAND with SUPPLY for all crops by moving the big landowners to grow Pulses/ MAIZE/ Bajra, etc. The basic demand for farmers is to stick to MSP and scrap bills having benefits for only Privatization. Can we bargain for a bottle of Bisleri? So why are they given prices lesser than MSP(Minimum Support Price). Note it's a minimum price not even maximum. Can you realize the need for a regulatory body in between buyer and seller? If the government says I won't do it, who is going to do it then? Farmers have called "Bharat Bandh" on 8th November, Please stand for them if you are able to understand their concerns. Happy to discuss your views in the comments.

Thanks for this finely researched explanation! I still don't understand many aspects: 1. The farmers in PB+HR get free water and electricity, but not in all other states. That means a heavy cut in the input costs for PB+HR farmers. That means the calculated Max Retail Price (MRP) of the produce should have dropped drastically. And yet the MSP does not take this heavy subsidy into account! WHY?? 2. In the other states, where this same subsidy is not there, the farmers are at a disadvantage. India is a common market. A subsidized produce from PB/HR will hurt all other states. Then why don't the other states set up a price barrier? Or protest against PB+HR? According to Yogendra Yadav, the farmer's stir will find support across the country.) That means the other farmers are not aware/concerned about the price differential. 3. How does the MSP remain constant instead of following the rule of supply and demand? Why does it not follow the market equilibrium price? (It can still prevent predatory pricing, without being extravagant.) 4. How can APMCs operate at a huge loss, while the states get their 6% cut, and the agents get their 2.5%? That sort of commission is justified only in a free-market transaction, not in a controlled economy! 5. How does a bankrupt APMC work year after year? What is the absolute limit when it can go no more? 6. If the other states offer the same MSP to their own farmers, why is subsidized wheat/rice a problem? 7. In terms of the supply chain, how is purchasing more than what you consume justified? Even in terms of MSP, it should be tied with a target quantity for each of the 30 items. Any produce in excess of that target would have to be sold in the open market. That would automatically make the farmer choose a crop where MSP is available. And then we would not have the practice of buying unnecessary stock. 8. If value chain analysis is done, all APMCs would have to be closed down, as they are not adding any value. Does the government at any level have any regulator that raises such flags? 9. I haven't seen a private think tank discussing this imbalance. Why? How come this vital issue was never a part of public discourse? Our public debates always ignore economic fundamentals.

Is there any private trader in APMC (mandis) or only fci buys total farm produce if fci is giving msp then all the farmers will sell their produce to fci only why they are not selling their total produce.is there any restrictions for fci to procure

@@mulukasreenath5192 no the fci already has surplus even after that it had to buy wheat and rice from farmers on msp and offcourse most of the grains even after free distribution under various schemes rot provided bad and not using technology in storage facilities so the fci is already in loss but since it is a government body it is not dissolved yet and yes 90 % grains are still sold to private players offcourse indirectly due to middlemen in mandis which this law will remove as the farmer can directly sell it to the private player

@Shashvat K I never said that we need to eliminate all subsidies , i said we need to stop worshipping farmers because there is this idea in the indian political sphere that every demand of a farmer must be met and we must always "stand with the farmer" no matter their demands. No doubt Punjab has the large number of cancer patients.. and these are farmers who are getting benefited from subsidies the most.. + free electricity .. from which they produce poor quality crop.. which only government can buy

@@harjotkaur7511 ❤️ ।। राधे राधे ।। ❤️ ੴ वाहे गुरुजी का खालसा ੴ ☬ वाहे गुरु जी की फतेह ☬ मैं हमेशा से किसानों के सहयोग में ही रहा हूं। लेकिन आज मुझे एक बात समझ में नहीं आई। अगर अब वाला " 2020 का किसान कनून " किसानों के हिसाब से गलत है, तो फिर पुराने वाले " किसान कानूनों " के चलते आज तक 60 से 70 सालों में भी किसानों की हालत बुरी इस्थिती में ही क्यों है ? क्यूं वो उनके हिसाब से मंडी और उनमें अड़ती होने के बावजूद भी आज तक उनके ही हिसाब से उनकी फसल के कम से कम दाम पहले से ही निर्धारित होने के बाद भी उससे असहमत होकर क्यों अपनी ही फसलों से उगी सब्जियों और फलों को सड़कों पर डोलते आए हैं। ( और अतीत में घटित इन घटनाओं की अलग अलग तस्वीरों और वीडियो दोनो को कई बार हम लोगों ने स्वयं अपनी आंखों से सोशियल मीडिया और समाचारों दोनो में देखा है। ) हमें थोड़ा जागरूकता और गहराई दोनो से सोचना होगा, बिना किसी की बातों और दबाव में आए। अगर किसनों के हिसाब से अब वाला " 2020 का कानून " गलत है, तो फिर क्यों अतीत में किसान मंडियों में उनकी फसलों के प्रति मिल रही कम से कम सहयोग राशि से असंतुष्ट होकर और बिना किसी रोक टोक के अधिक स्तर और मूल्य पर अपनी फसलों को मंडी से बाहर जाकर बेचने व जमा करने की मांग क्यों करते आए हैं ?

@@gabbarsingh011 didnt see ambani or adani waiting in line for their daily 2000 rs during demonetization period . We common people who had some savings had to wait in line for daily 2000 rs . I guess u didn't have to . After gst , central government had the responsibility of paying back the compensation to each state . They couldn't . These bills along with their "hidden" intentions was , is , will be bad .

This is a bad idea because it makes Punjab’s farmers produce what people don’t want and discourages them from growing what people do want. It results in overproducing wheat and rice and underproducing protein rich daal. Every year, the nation groans under a mountain of excess grain, some of which is eaten by rats. Because of MSP, the Punjab farmer grows water guzzling rice, harms his soil, lowers his water table and kills thousands of people through air pollution from burning stubble. The Punjab farmer is not to blame. He behaves rationally - growing what he’s incentivised to.

You misunderstood the key point here .. this video brilliantly explain problem statement which all farmers know anyways .. but this videos also hinted ( not so clearly though) that farm bills are pathetic solution to these problems ( almost like paddy burning example) .. you need solutions like Haryana example .. You need to exactly what Is told India in 1960's - insentivice

Hopefully, the Govt will not go back on these reforms but anyway Congress or particularly the Gandhi family missed out on the credit for Liberalization due to an unnecessary feud with PV Narsimharao and now they'll lose out on credit for the second liberalization too due to Rahul's stupidity. The laws are good and change is hard also Modi govt made mistakes as they failed to take stakeholders onboard.

Good coverage but you have not covered the issue completely. 1. Current surplus is prevented from being exported out. With new law, this is achievable and benefits the middlemen including Reliance & Walmart. 2. Agriculture is own & manage by state. New law is implemented by federal without state blessing. The taxes collected by state depletes and prevent state to fund development in respective state. 3. BJP has never manage to control Punjab. Is this a coincidence of implementing this law? 4. MSP ensure food price remains low, unfortunately 300million Indian still cannot afford to have 2 meals a day. With MSP being abolish, how do public know the food price will not shoot up by 200% and affecting more than 300million poor Indians?

I patiently heard the whole video and each fact is stated in correct and clear manner. But I don't understand that what is the point where it says how these laws will help the farmers. Farmers in Punjab and Haryana are not happy by growing paddy, they do not have any other options. Instead of privatizing the agriculture sector, government should have started procuring more of the other crops that India is importing from outside. If we can have surplus of wheat and rice in the country by following a pattern of giving MSP and then procuring the produce. It can also be done for other commodities. Farmers are demanding from more than a decade now to have procurement system and MSP for other crops, which will not only help them save their groundwater, which is going down year by year but will also help India to have sufficient supply of the commodities which we are importing from outside. Bringing in the big corporations will neither help the farmers nor the consumers. Other point that is not covered in this video is that how Punjab and Haryana have spoilt their lands by putting in chemicals to increase production and to feed the starving India of 1960s. And now after using them and having sufficient supply of grains, we are saying we do not need your produce. Thanks for reading, hope you will understand that thousands of people are sleeping on roads because of some reason.

The video says, we are not focusing on other crops.. Then cotton, sugar and vegetables would not be grown.. Farmers suffered in 2018 due to low onion price, because they have no MSP.. 2019 we suffered because of high price and low production.. We can live without onion like FM says but without staple food??

Mr Shekhar, you have very well explained the Paddy and Rice situation in Punjab and Haryana. Thanks for that. I have visited hundreds of Apmc mandis in India and found that hardly small and marginal farmers get the benefits of Mandi system. It is the big farmers get all the benefits and do all dirty politics. The state government have politicised the mandis and look at the Mandi management committees, they're all corrupt political people with their choicest officers. They are also conniving with traders to all kinds of manipulation so that easy money will be there for them. That's why the big farmers Who are also politicians in association with traders and commission agents creating all these problem. Further if you do research you will find that the so called farmer organisations and their leaders do not want farmers to be independent and well of because if farmers get benefits, their leadership will be at stake. These people never tried to motivate the farmers to go for diversification about productive utilisation of water and energy. They misinformed the farmers. Look at the people at dharna place, mostly farmers from Punjab are found. Does it mean that rest of the country farmers are not there? What about people like (, one) Ravana, people from JNu, Shahinbag, etc. doing there. The slogans and flags and pictures heard and seen there is seriously disturbing. Thanks Mr Shekhar.

More so it should be for Punjab-Haryana (Punjabi language). It's just west UP farmers agitating. UP-Bihar produce a better variety of rice yet poor people there have to eat substandard rice from MSP (procures from Punjab-Haryana mostly).

@@harjotkaur7511 You are not looking at benefits for the economy as a whole. 1. Centre is buying at MSP at 20 but looking at excess production the actual price may not be 20.... so why would paying something more which is not worth it. 2. Farmer is paying Mandi tax and other tax which is almost 6% in Punjab. Punjab state is making crores of money. As Punjab govt. is not showing evidence of the usage of money in terms of rural development. SO why can't the Punjab state govt. contribute to reducing this Mandi tax from 6% to 2% which will help the farmers and as well as center do not need to pay such a high price of MSP 3. Also, you want to center to keep MSP for other crops as well. Don't you think so government bill is already in deficit with 5000 crores of equity and 1.80 lack crores of liability? Do you want to more worsen the situation of our economy? Hope you understand the logic, that government is not paying from his pocket, it is our hard-earned money, tax, which will be utilized to pay MSP. It's not the government we the people (including Punjab state people) are suffering by managing the MSP of Punjab state. 4. I do have sympathy for farmers, I am not sure, does the farmer knows about their actual worth of produce (with excess production each year). I hope you understand the market function as determination of price depends on demand and supply. Who is paying more by keeping MSP? Don't you think we as consumers are paying more? 5. Well, the government is not throwing them out. The government encourages market participants to have fair prices of the product. 6. I can only see, who losses here, the Mandi and state income, in the form of tax, which they use to make money for themselves because farmers will any which ways get money for their goods that too without paying Mandi tax. Farmers have the advantage of selling goods without paying Mandi tax. I don't know who is fooling farmers. 7. The last point, as SG rightly said, the state/center should provide incentives to encourage them for the diversification of crops which helps our economy to reduce the deficit.

The facts presented are selective... If paddy and wheat are surplus, the MSP could have been given to incentivise oilseed crops and others that are needed. There is no objection to setting up of private mandis. But guaranteed MSP has to be included in the bills and everybody has to buy above that MSP. Farmer cannot be left at the mercy of the private players. If the end consumer gets farm products at a slightly higher price (which anyway he does because the vyapari stocks it up) so be it. The farmer needs to get his production cost plus some premium above it to survive. Non mandatory MSP is useless. I agree with the rest of the provisions of the new acts.

MSP for oilseeds are given my friend...but the problem lies in its procurement. The largest buyer of farm produce on MSP is the FCI, but it only procures rice and wheat.

Quality of Goods and services produced by small and medium scale industries can never be better than that of corporations. Recently we didn't join RCEP because our small and medium scale industries could not stand in front Chinese and asean corporates . More the corporation more the country is develop . I think USA has most number of corporates in the world .

Why don't this people ask government for industries ? Even the lowest rank employees of industry make more money than this farmers . For government it is getting more and more difficult to pay the bill of subsidy given to the farmers . FCI debts are all time high . Today or tomorrow government will have to put end to this subsidy . And contract farming is not meant for smaller farmers and small farmers can not even afford it . It is for farmer with 10+ acres of land . It is their in my village . A farmer from my village supplies banana to local banana chips producer on yearly contract basis .

We transform directly from agriculture to service without manufacturing but it didn't work for us . My village area is already industrialised . Now people do farming just for fun in my village . Indian people need to come out from 60s socialist mindset, we need to accept the market works better in laissez-faire. Fruit and vegetable production is much beneficial than wheat and rice, being close to a megacity like Delhi is a boon for Punjab and Haryana farmers, yet they are protesting for MSP, god helps the farmers! In my village (Bihar), rice Producing farmers earn around 15-20k/bigha while vegetable farming gets them around 30-40k.

India, with a population of over 1.3 billion, has seen tremendous growth in the past two decades. Gross Domestic Product has increased 4.5 times and per capita consumption has increased 3 times. Similarly, food grain production has increased almost 2 times. However, despite phenomenal industrial and economic growth and while India produces sufficient food to feed its population, it is unable to provide access to food to a large number of people, especially women and children.

MSPs can't be statutorily codified. They are many times fixed by populist tendencies & not by the considerations of economics. Suppose, MSP is codified. Govt can't buy all, and at over elevated prices pvt players would find it loss making. Then, you'll end up creating a large, unregulated & 'illegal' black economy, where farmers will be forced to sell at a price lower than MSP, and since, it's 'illegal', thus no grievance redressal, thus more exploitation. Whatever seems pro-poor, isn't necessarily so.

There is an apparent fallacy in what Mr. Gupta is saying. Why is FCI buying grains at MSP only in (or mainly in) Punjab and Haryana. Since, MP is also producing as much or more wheat as Punjab why can't FCI turn its head towards MP for buying wheat at MSP? Same with Bihar where APMC has been abolished long back - Mr. Gupta argues that Bihar farmer has no incentive for growing wheat since poor in bihar are getting wheat at Rs. 2 per Kg, which fci is procuring from states like Punjab and Haryana at Rs. 18 per kg (i.e., at MSP); why can't FCI buy in Bihar itself at MSP. I don't really understand why FCI should buy from P&H alone. Am I missing something?

I patiently heard the whole video and each fact is stated in correct and clear manner. But I don't understand that what is the point where it says how these laws will help the farmers. Farmers in Punjab and Haryana are not happy by growing paddy, they do not have any other options. Instead of privatizing the agriculture sector, government should have started procuring more of the other crops that India is importing from outside. If we can have surplus of wheat and rice in the country by following a pattern of giving MSP and then procuring the produce. It can also be done for other commodities. Farmers are demanding from more than a decade now to have procurement system and MSP for other crops, which will not only help them save their groundwater, which is going down year by year but will also help India to have sufficient supply of the commodities which we are importing from outside. Bringing in the big corporations will neither help the farmers nor the consumers. Other point that is not covered in this video is that how Punjab and Haryana have spoilt their lands by putting in chemicals to increase production and to feed the starving India of 1960s. And now after using them and having sufficient supply of grains, we are saying we do not need your produce. Thanks for reading, hope you will understand that thousands of people are sleeping on roads because of some reason.

@@harjotkaur7511 why are you thinking that private players are by default exploiters? How are you seeing this video? It might be due to Jio Airtel right? Wil you be able to see it only if inefficient BSNL operate ? We should come out of this fear psychosis and socialist mindset that private players are exploiters. Govt don't have capacity to efficiently procure without bearing huge losses like FCI. Did you heard about babu culture of govt offices? Do you face same rent seeking if you call to customer care of private players? So govt should get out of business which 1991 reforms taught us. Jis desh ka raja vyaapari, us desh ka praja bhikari is true in India.

one of the bill clearly states that farmers cannot go to the court If they have any dispute with the contractor and moreover So called private market is already present in rest of the India apart from PB and HR 94% of the farmers are already not selling it to the APMC because they don't have them

MSP is given only on wheat and paddy because government buys it while the other crops are bought by private buyers at even less than half of MSP. Government should try and focus on that so farmers move from one crop to other.
