That anhinga on turtle seems to be lacking all its flight feathers. Is it moulting?

I think it may be molting. It didn't seem like there were any physical limitations otherwise.

@@MichelleSiefkenPhotography I have made some inquiries. Anhingas, as distinct from other members of the order Suliformes, shed all their flight feathers simultaneously while moulting, consequently loosing the ability to fly for quite some time. I would never have learned about it but for your footage )
