@GreenTea My headcanon is that his voice modulator just went beyond repairable so it's just kinda wearing down after all these years. Remember, Claptrap units's life expectancy is around 2-5 years. But this one is likely around 12 years in Borderlands 3. He's running way longer than he was even supposed to since CP's just kinda die either from bandits or from way too annoyed Hyperion workers haha. + He does also look very scruff and rusty after all these years, so this voice really complements how long it has been since the first game.
