The changing the required paperwork to get a loan to go through was happening at every broker house in the country. I had a lot of friends that were loan officers and it ran ramped everywhere prior to 2008. On top of that, borrowers where terrible with their money. They would start the loan refinancing proccess to pay off credit cards, but then would do things like buy a brand new BMW before the financing went through. A hiccup would happen in the low interest loan proccess and they would accept an adjustable rate loan just to get it processed since they already spent the money. A couple years later, the rate changes and now they can't afford the rate from the interest jumping. They start defaulting and we have 2008. I literally watched the prossess happen. Even my loan officer friends could see the problem, but nobody understood what the consequences would lead to. Add in banks doing irresponsible stuff too, and we have 2008.

the pathetic thing with this whole story though, is if this guy was a legitimate consultant and made a report for these companies (and government regulatory agencies) that would have highlighted these loopholes and how to prevent scams, he would have just been scoffed at (nobody would have seen any value in a report like this years ago). It is the same with information systems security, for a very long time companies didn't want to take it seriously (nor did they want to spend money on increasing their info systems security measures, including hiring more dedicated qualified security experts). It is not until they get hacked (like what happened with Heartland Payment Systems, numerous major retailers and banks, Experian, Colonial Pipeline, the list goes on and on). When it comes to more recent hacks with Ransomware, I think it is finally forced a lot of Government Agencies and Private companies to take security more seriously (since they are required to pay out money to the hackers in some cases, rather then just cover it up with cases like a data breach where customer private financial data is stolen).
