To me, it is because of the verticality, it's forcing the player to corner himself in the sky. You know you will have someone peer in on you and there's no neighbourhood to run through or call the police from. And whilst home invaders are scary, there's familiarity in the previous villains as they are just regular people. The horned silhouette is unnatural, unexpected, and the horns seem like a tree branch or shadow, something plain, until it moves, then you shat pant. US woods are desolate and lonely but there's tell of a lot of illegal activities and disappearances in them, so its a real horror venue. That telegraphed cult photo flash moment is a scary visual too.
