Not sure where you are located but here in the DFW area I buy the cactus pads at the local Hispanic grocery stores. But even our walmarts carry them sometime. Apparently they are a big staple of Mexican cuisine. They call them "nopales".

Careful, spineless just means that they don't have the big spines. These opuntia cactus pads can still have glochids, which are tiny hair-like spines in the white spots on the pad, sometimes almost invisible. I'd therefore remove all the white spots before feeding, just to be safe, although tortoises can supposedly eat the pads either way. You can get rid of the glochids by cutting them out with a knife or vegetable peeler, or burn them off with fire.

My tortoise is super'picky and won't eat cactus. You can actually eat it yourself if they won't, it's perfectly edible even for humans, and is used in many countries.
