My theory for Cucurucho is that they are a AI robot. It knows nothing of emotions or morals or boundaries and pain. And it shows that it’s learning slowly. It acts much like a child, it’s love for bubbles and jumping and is very interested in things much like a child would like. And it works for the federation because it is the only thing it knows.
