He was pushed/charged at and fell backward and hit his head on the pavement. They were destroying the fence around the precinct and vandalizing walls. The chief let it go for a while but he had enough after they ripped apart the fence. He sent the officer out to arrest the guy vandalizing the fence and the guy charged at him.
