Homelander is the best way to describe big fish in a small pond. He may be one of the strongest in his own universe, outside of it, he is a mid level threat at best.

Mid level is already giving him more than he is worth. His power, strength, durability and speed are already extremely lame and easily outmatched. And on top of that he has absolutely no fighting experience against actual threats, since in his universe nobody can stand up to him (except Soldier Boy, who lo and behold, was going to wipe his ass with HL’s face). So him being mid level threat is a best case scenario for him.

Homelander can fly faster than sound and survive a nuke, but Spider-Man consistently dodges lasers (can keep up with lightning-speed characters EVEN WITHOUT Spider-Sense) and Spider-Man once used his bare hands to destroy Doc Ock's tentacles that could also withstand an Island-level explosion. Ironic that 99% of actual true superheroes can put Homelander's arrogant-ass in his place in a fair fight, not just other Superman-alikes.

I've seen the fan-comic and it turns out that Homelander had increased his strength by taking Chemical X. Even then, Blossom mentions that she and her girls were only caught by surprise (Blossom wasn't actually hurt when Superman caught her), and the PPG just needed less than a minute to get back into the fight.
