Yes and no... Vehicles still have lots of oil even if you don't change it and the increased friction can cause heat to rise and eventually a fire as the oil catches fire. Here is metal against metal, which should be oiled, but if the claim is that it wasn't being oiled, then what is catching fire? Also it looks like the fire originated inside the carriage.
