I just realized it isn't the palette that's glitching, it's the background. It's keeping the background you see at the start of the act, rather than the one that's actually supposed to be there

You have to release your peel out and hold right before the piston launches you up. Watch this video again and frame advance to the point where Sonic gets launched up in the air so you know the timing. Another tool to assist you with this is the pause button. Pause the game right before the launch, unpause and hold right.
