From the sequence of events, yeah, Louhi being made REALLY GOOD isn't out of kindness of heart but a rather planned business method alright. See, Louhi being so good is bait for CCs to make content about it which in turn baits the players to roll for Louhi. After the players exhaust their SQ, blindside them with a LIMITED Arc to get them to spend more $$$. Maybe I'm just jaded at this point, but this sequence of event left a bad taste in my mouth for how Lasengle does things nowadays.
