She is a descendant of Zepia Eltnam Atlasia, the first director of Atlas, who adopted Sion as his daughter and successor (although the part about adopted daughter only happened in Fate timeline). Rani VIII is an advanced form homunculus that was seen in EXTRA series. She was created from Atlas as a final bastion if the alchemist of the institution can lived in the cyberspace of Moon Cell.
