I think that buzzing is a relay that switches over to battery back up. I believe it’s buzzing because the cap that filters out the ac voltage has failed which causes the relay to chatter. I’ve seen this many of times with these generic units.

I thought about installing some in my room in my house? But I A don’t know how and B don’t know if it’s legal and C right now moneys tight even the set I looked at the $25 set from Home Depot is considered unnecessary right now.

To answer B, running an emergency lighting system in your own home is a hobby more than anything. since it's your house and your life, fire codes aren't applicable. additionally, a faulty unit in your house would not be putting the public at risk so again, the fire inspector won't go through your house and ding you for anything. so it's perfectly within the law to run an emergency lighting setup in your house so long as you aren't breaking any other laws. however, this is my personal advice, but DO try to keep your setup compliant with general codes (90 minute minimum runtime in power outages, don't wire them in a way that it becomes a hazard/don't do a horrible job at the wiring, check monthly for 30 sec and annually for 90 min, the basics of EL requirements.) If you need further help, I can assist with advice, such as your first unit.

So if it's buzzing and lights are on it's the transformer? Buzzing sound goes away when I disconnect it. So better to replace the whole thing? Batteries? I learned nothing

They're certainly harder to find now. In today's day, LED is more efficient, brighter, and generally cheaper to produce than the old ones.

Yes I would agree it sounds like it's not getting enough voltage to pull it all the way and just keeps buzzing or for some reason the relays key AC instead of DC or bad capacitors or diode Bridge and it's not getting enough voltage or other issues that would cause that not sure if the battery would UMD charging properly at all. Be interesting to dismantle the unit and see exactly what's happening or send it to Big Clive or something like that.
