If your lights are doing the "dance of death", so are your appliances. First turn off the main breaker to protect everything from those surges. Then watch outside lights (streetlight, neighbor's houses) for the power to become stable. We've experienced enough brief and day-long power outages to now keep flashlights in every room and have UPS units on all the electronics. For our most recent 12 hour outage (caused by 7"+ of snow), I used the solar generator I've been assembling over the past year. Still need a gas generator for central heat but the 540AH battery bank can keep fridge, a few lights, internet, etc going for about 24 hours. If it's not too cold, the gas logs in the fireplace can keep about half the main level of the house comfortable.

all of that flickering could be a sign of big problems at the generation side not being able to supply stable electricity, which could be caused by shorts from fallen trees due to snow.

That arcing/brownout thing is awful. I once had it during a briefing in an apocalyptic lightning storm at an RAF station in Yorkshire. Lights went off, then every time the OIC tried to speak, the briefing room speaker system would start pouring out deafening 50Hz hum. Not good - it's quite intimidating when the systems we rely on and know for total stability go wrong. Respect for linemen and electricians.

That flickering and flashing, if someone hasn't already mentioned it, is phase to phase arcing on the primaries. More often than not phase to ground will trip a cutout or open a recloser due to the load which is when the power completely goes out. I'm surprised with that much arcing on the primaries that at some point you didn't have a voltage sag where you lose a phase. Now those are very interesting, and admittedly a little creepy. Don't believe me? Just try running your microwave during a voltage sag (known in the US lay terms as a brownout due to the lowered voltage causing incandescent lights to glow glow more of a brown being starved for voltage). Okay one other thing. You never want to use pine, pine needles or pine sap in a wood burning fireplace. The residues those put off are an excellent way to start a chimney fire, and the last thing you want is to have no power AND have your house burn down.

You might turn off the main power to prevent a surge of power coming into the house a breaking something but if the power is doing that it might be a good sign it shows that it could be a fault switch or fuse on the power lines

1) Turn off all electrical systems during power outage. For one to reduce the load to help it come up again, and also to avoid damage by on-off bursts as you said in the beginning. 2) Don't burn green organic material. It doesn't produce any heat, but hell of a lot of smoke. 3) Do not put a plastic bag over lights. They'll get hot and damaged, the plastic melts.

Kept lantern on all night in case anyone had to get up to go to the bathroom in the night. Individual flashlights to see anywhere else. Those atomic beams are pretty bright. Of course canned food to eat.
