The BMI was based on european values that did not average the weight:height ratio of other ethnicities across the world. Additionally, a person who engages in a lot of body building tend to be "over weight" according to the BMI. So, the healthy range of BMI varies within an ethnic group.

Tragic that the "solution" is toxic pesticides. Use nets to collect the locusts, which are very high in protein and edible by both humans and livestock, or can be composted into high-nitrogen fertilizer. Take the opportunity from the problem.
