GamingBolt put out a rumor report that IX is on SE's queue to remake after VII is concluded. All they said is it was mentioned by a Crystal Dynamics staff member.

It’s actually a real likely hood to come true. A few years ago a list leaked from NVidia (i think) that had a massive list of games that were unannounced almost 50 games only a hand full are left from that list that haven’t been officially announced. Every single other game turned out to be a reality. Final Fantasy 9 remake was on that list.

Final Fantasy 9 remake was part of the Nvidia gigaleak. That leak has proven to be correct with a lot of unanounced games at the time. So it's probably gonna happen however it could possibly be cancelled after the gigaleak happened.

Can you imagine Final Fantasy IX remade in Luminous Engine that Square Enix used for final fantasy XV,that would be amazing. With new super realistic 3d enviroment and motion captured characters in a style of FF XV. But of course chances that this would ever be realized are very slim. Yea you can still play PC remaster but it's a old game,and nothing can change that. Also old amazing Squaresoft from the late 90s is long dead and buried,we would never get something of the quality of FF IX or FF VIII,or Parasite Eve 1 and 2.
