I think he is supposed to resemble Lucifer, the 3 wings on one side imply he has 3 other wings hidden by perspective, he also has golden hair and pale skin, making him likely inspired at least by some seraph. Lucifer was also an evil seraphim, who tried to destroy the good.

This is my favorite villain because he wins! Sure the heroes make a come back, but he achieves all of his goals before that happens.
