Yeh, it’s happend to me in the past with Odessa, if I’m not mistaken, it’s because the code sets the players civil war capital as the nations base capital, and the event to choose the new capital dose not switch the base to Moscow or Petrograd or wherever.

Regarding the NKVD units, you can cheese it a little more and get rid of them by simply putting them all to guard Chukotka (that island off the northeastern side of the map that's not actually an island). Attrition is so horrendous there that 18 units stacked on top of one another will simply perish before the civil war starts. You do lose equipment, but at least don't need to deal with them during the war.

The capital moving is a relatively common bug for civil war USSR I have gotten it when playing Trotsky, the enemy takes either Odessa or whatever I set as my capital (usually Leningrad) and the capital is now permanently stuck in Odessa (because that's what the capital for your uprising is, although you could start in Archangelsk but why would you when Odessa is closer to everything you want to take?)
