The gripe I have is that Shoigu was not a prominent military guy up until 2010s - he was a minister of Russian EMERCOM for the most part, only being significant military-wise as a representative of a Russian side in peacekeeping talks in Osetia delegated by Yeltsin in 1992. So he couldn't have become a Marshall by 2000, unless some corruption happened in lore, which is... I guess
