This is a really good idea! Makes a lot of sense to make use of captured raiders to accomplish menial tasks that would otherwise occupy more useful members of Commonwealth society.

The idea of forced labour as part of a prison sentence is something I originally got from Ranger Dave. He built a _massive_ labour camp in the quarry outside Concord. I wanted to do a take on the idea that is a bit more... lenient than his.
