As a suggestion for a riverside district in the future: In Toyko there is a district called 御茶ノ水(Ochanomizu) and it literally translates as Teawater. In the Edo-Period it was where the Shogun got his water from because it was very good for making tea.

@Biffa Regarding your fire problem: If you use the "move it!" mod to copy your trees and paste them somewhere else, you will always create a hidden tree under any obstruction (buildings or roads) which is still capable to burn and spread the fire. This will make your fires spread instantly to large areas. My recommendation would be to delete all trees and foliage and use the "tree brush" to paint them back in after you placed all the buildings and roads. The brush tool will not put hidden trees under your buildings or roads. Just move a building and you will see the hidden trees once again. Or use the "move it!" mod and they will be highlighted. If you want to see an entire neighborhood go down in flames, just copy trees all over the place. :)
